The two bodies were discovered Tuesday around 5 p.m. on the 11 and 12 avenues, less than 500 meters from the banks of the Rusizi River, forming a natural border with the large neighbor to the west, the Democratic Republic of Congo.
Eyewitnesses claim to have immediately alerted the provincial police commissioner and the law enforcement officer (OPJ) in charge of investigations who immediately went to the scene.
The latter, based on their initial observations, mention « young people decapitated with machetes and fresh blood found at the scene ».
As for witnesses, they claim to have seen the vehicle of the head of the provincial Intelligence Service in the area during the night of September 23-24 and suspect him of being involved in this double murder.
To support their statements, these witnesses indicate that « the place where these bodies were discovered has become like a cemetery, and each time the intelligence vehicle is seen during the night, breathless bodies are recovered the next day ».
As an evidence, a security source on condition of anonymity speaks of 7 lifeless bodies already discovered in the same place in less than 8 months.
The populations close to this locality are asking for light on these assassinations.
The provincial police commissioner in Cibitoke, police colonel Jacques Nijimbere, speaks of the death of 2 thirty-year-olds. Their burial took place the same day around nightfall on the orders of the administrator of Rugombo.
This police officer says that investigations have been initiated to know motives and perpetrators of these assassinations.
On the questions of lifeless bodies often found at this location and buried hastily without conducting real investigations, the provincial police commissioner in Cibitoke refers to the administration.
For his part, the administrator of Rugombo, Gilbert Manirakiza, confirms that corpses are regularly discovered on this passage to the DR Congo.
According to him, their burial is motivated by the concern to protect the population against possible diseases, especially since no one comes forward to file a complaint or claim a lost person.
Police Colonel Félix Havyarimana, representative of the National Intelligence Service in Cibitoke was not available to comment on those allegations of the inhabitants of Rusiga.
